The Taylor County Development Authority is soliciting applications for the position of Executive Director, for the purpose of diversifying and growing a sustainable local economy.
Position Objective:
The objective of the Executive Director of the TCDA shall be to effectively support the retention and expansion of existing businesses and to aggressively facilitate the establishment of new, private sector businesses to Taylor County. These businesses should create value-added jobs (paying at or above the average, private sector, Taylor County wage) and make taxable investments in the County.
Background:
Taylor County is a rural, coastal county within the North Central Florida region known as the "Big Bend" or "Nature Coast". The county has a strong manufacturing base of companies and numerous related and support industries, an excellent technical institute, a growing tourism sector, and an active leadership community, among other assets.
The community also possesses a strong identity with the out of doors, including its heritage as the Forest Capital of the South and recreational activities such as hunting and fishing. However, as a rural community, the county faces challenges, and has the need to diversify its economy, add new jobs to the region, and increase public revenues to support and improve services, infrastructure, schools, etc.
To establish a strong direction for the future, Taylor County recently completed a community-based visioning exercise-Taylor County Vision 2060-which outlines how the community will protect, sustain, and enhance its quality of life over the next 50 years. Economic growth and diversification was a key outcome of the Vision and as such the Taylor County Development Authority (TCDA) developed the Taylor County Economic Development Plan and the Taylor County Board of County Commissioners adopted an Economic Development Element as a component within its County Comprehensive Plan.
Taylor County leadership has tasked the TCDA to lead the community's economic development efforts to help ensure a thriving economy and community.
The "Ideal" candidate shall:
Have a minimum of 10 years direct economic development experience. Experience may be a combination of local, regional, or state economic development, and/or private sector site location experience such as with a major utility, private company, or site location consultant.
Have a proven record of success, including supporting the growth of existing businesses and successfully identifying, managing and closing business recruitment projects.
Have a working knowledge of critical economic development tools, including:
Financing
Real estate
Utilities
Federal, state and local incentives
Have experience working with local and state governmental bodies, including city and county commissions/commissioners, other elected and administrative officials, and state legislature(s)/legislators.
Have good working relationships with national site location consultants.
Have strong computer skills (including word processing, spreadsheets, presentations, website management, and social media.)
Have excellent verbal presentation and interpersonal skills.
Possess the ability to motivate and lead.
Must be self-motivated with the ability to work alone or in groups.
Have a clean, neat, and professional appearance.
Possess a reputation for honesty and integrity.
reside (or be willing to reside) within Taylor County
The selected candidate shall:
Possess a four-year college degree and four years of demonstrable project/administrative management work experience. (Two additional years of work experience may be substituted for each year of college.)
Be proficient in computer-based word processing, spreadsheets, and presentations.
Possess demonstrable experience working with federal, state, and/or local governmental bodies.
Possess strong verbal, written, and interpersonal skills.
Executive Director Duties and Responsibilities:
Report to the Taylor County Development Authority Board of Directors.
Establish and execute a strategy (with the approval of the TCDA board) to successfully recruit new, value-added business to Taylor County, with the goal of adding within the next 20 years:
10,000 new jobs
$1 billion + in new capital investment
Prepare for and manage monthly board meetings with the TCDA Board of Directors.
Prepare for, present, and manage quarterly progress reports to the Taylor County Board of County Commissioners.
Manage TCDA personnel and office space.
As needed:
Support Taylor County Vision 2060 and its objectives to protect, sustain, and enhance the Taylor County quality of life.
Support (or modify, if needed) the Taylor County Economic Development Plan:
Facilitate and oversee the business development, communications, infrastructure, and workforce community committees outlined in the Development Plan.
Create, implement, and manage communications/marketing and public relations campaigns.
Establish and maintain solid working relationships with federal, state, and local elected and administrative officials applicable to Taylor County.
Work in concert with various public and private business support organizations, including, but not limited to: the Taylor County Board of County Commissioners, Perry City Council,
Perry-Taylor County Chamber of Commerce, Steinhatchee Chamber of Commerce, Enterprise Florida, Workforce Florida, Rural Economic Development Initiative, North Central Florida Regional Planning Council, and the North Central Florida Economic Development Partnership.
Work with existing Taylor County industry, land owners, and utility providers to implement business development objectives.
Maintain an on-going working knowledge of state economic development persons and practices, including business incentives programs.
Maintain an on-going working knowledge of Florida legislative issues effecting Taylor County.
Executive Director Evaluations and Pay:
Evaluations shall be performed annually (or semiannually) based on mutually agreed to deliverables.
Pay is commensurate with experience and ability to effectuate the position’s objective. A base salary is expected not to exceed $80,000 annually.
